I can't access ps2dev.org at all. I've tried from home, I've tried from work, no joy. But, I know that the site is up, because my friends in America can see it (I'm in Japan).

This is frustrating, as I'm trying to get the CVS ps2sdk. So far, no solutions.

Any idea what the problem could be?

FYI, ps2dev has moved from CVS to SVN: http://svn.ps2dev.org/

the same for me yesterday i couldn't access all the ps2dev.org/pspdev.org sites (svn cvs main site forum wiki ect) now it work fine (in italy)

Same thing here from the East Coast of the United States. The site was unavailable most of the day, until about 4:30pm, local time. This seems to happen every couple of weeks.

Just be patient, and it usually comes back online eventually, though I suspect not without some behind-the-scenes scrambling by the site admins.
