Dont know if this has already been found or not, but looking at the extension and the header I thought this might be some kind of video file. When you go the saved data utility and look at the saved games it will display the png file and then replace the picture with a video using this file. I tested my theory by replacing the Dynasty Warriors icon1.pmf file with the Ridge Racer pmf and lo and behold when I look at the save game, it plays the Ridge Racer movie. I tried playing the file in VLC for S&G and it didnt display anything, but it progress bar was moving as if it were a video file. I checked the Video stream and it said the codec is mpgv. Havent had time to look any further than that.
