Hey need some help getting started and a debugger

I want to make a disc that just basically loads up like a cheat device, from this disc you can boot another game.

While that game is playing you can dump the memory Values/addresses to the screen, or eventually through LAN to a PC program.

This will assist in making cheat codes for games.

Any help from anyone would be appreciated.
