The first thing you need is the ps2dev toolchain
i am coding using a modified nem library the use visual studio and let you test you program on the pc before compiling it for the psp
and no its no the elf interpreter or you can use notepad to code.

But you have to remember, if you're getting it soon then it most likely will have FW 1.5, so you won't be able to run the programs on it as of yet.
