a program that can copy the entire OFFICIAL HDD to a third party HDD that is the same size or larger please reply!!!!!!!!!!

In order to do that you'd have to find a way to hack the SMAP IDE adapter so that it supports connecting two drives simultaneously. If you can do that, sure, such a program would be possible. For commercial games and the HDD browser, it wouldn't do you any good as you wouldn't be able to boot anything off the third party drive.
