I have done my research on AT3's (ATRAC3plus files) and the only program I can find to convert the music is Sonic Stage. I have downloaded the file, and it doesn't work for Service Pack 1 without a Windows update. I have installed the Windows update, and it still does not work. Some people have the program running with Service Pack 2, but I don't feel the need to make that big of a jump.

Also - Is there any way to make or edit PMF files?

Does anyone know any other way to accomplish my goals, or a different program to make AT3's.

AT3 can be either ATRAC3 or ATRAC3+.

ATRAC3 is just a plain old audio format and ATRAC3+ is a DRM jobbie.
The ATRAC3+ codecs are not publically available, so Sonic Stage is your only hope.

If you are desparate, you can install the ATRAC3 codec ( http://www.minidisc.org/atrac3.zip ) and write a standard ATRAC3 file with your favourite wav editor... this will only play in the Savegame viewer.

No you may not make your own PMF file.
I believe mplayer can extract the mpeg stream or similar though.

I don't have SonicStage myself - last time I updated to SP1 it slaughtered my XP install >_<

No it's not. It's about converting atrack files, which has nothing to do with psp development.
