If your desire is to know how to do this with a modchip, you might be
better off asking in the forums at dms3.com or other websites that cater
to people with modchips.
However, without a modchip, and possibly with a modchip, you can use
the independance memcard exploit to boot the PS2 in a fashion similar
to what you describe. It requires the additional steps of inserting a valid
PS1 game disc and also copying various files to your memory card.
